The Short Answer
\nA grey area retiree is a Reserve or National Guard member who has earned 20 qualifying years, stopped drilling, and is not yet receiving retirement pay because they have not yet reached age 60.
\nWho Qualifies
\nTo qualify, you need 20 qualifying years (50+ retirement points/year). You will receive a Notice of Eligibility (20-year letter) from ARPC or your branch, and you must have separated from drilling status.
\nWhen Pay Begins
\nBy default, pay begins at age 60. Early receipt is possible: qualifying active duty after Jan 28, 2008, reduces this age by 3 months per 90 consecutive days (not cumulative per period) down to a minimum age of 50. Cite 10 USC 12731b.
\nBenefits During the Grey Area
\nWhat you DO get: access to VA benefits if service-connected, RCSBP coverage if elected, and some state veteran benefits. What you DON'T get: TRICARE (not eligible until pay starts), CAC (must request retiree ID card through RAPIDS), commissary/exchange (no access until retirement pay begins in most cases). You can PURCHASE TRICARE Retired Reserve at full unsubsidized cost.
\nThe 20-Year Letter (NOE)
\nThis is your Notice of Eligibility from ARPC. You must elect RCSBP within 90 days of receiving it. Keep it in a fireproof safe; it is your proof of retirement eligibility.
\nThe RCSBP Decision
\nYou must elect RCSBP within 90 days of your 20-year letter (NOT at retirement). Options: Option A (no coverage), Option B (deferred to age 60), Option C (immediate annuity โ premiums start now). Miss the window = no coverage option until retirement.
\nTRICARE Retired Reserve
\nAvailable for purchase during the grey area at full cost (~$500-600/month for family), not subsidized. It covers the same as TRICARE Select.
\nFinancial Planning for the Gap
\nYou could have years (possibly decades) with no military retirement pay. Plan accordingly with a civilian career, VA disability if applicable, and understanding your SBP decision stakes.
